Louis Fischer is a pastoral resident preparing to revitalize a local church in Southside Hampton Roads, Virginia. His mission is to reach young adults and military families through a reproducible model of evangelism, discipleship, and leadership development—what he calls “Gospel, Groups, Go.” Backed by Multiply and trained through OV Church’s proven systems, Louis is ready to launch a church that will raise up disciple-makers, train ministry leaders, and develop future pastors. But to do this full-time—and build a multiplying movement—Louis needs financial partners who will help him move from bivocational limits to full-time Gospel impact. A Pastor in the Making, with a Vision to Multiply
Louis Fischer is stepping into a new season of calling, equipped with experience, training, and a passion for making disciples who make disciples. A former youth pastor and now a pastoral resident in Norfolk, Virginia, Louis has his eyes set on the Southside of Hampton Roads—specifically Norfolk, Virginia Beach, or Chesapeake. His focus: reaching the military and young professional communities through evangelism, discipleship, and sending.
Louis’s vision is to revitalize or replant a church, forming a gospel-driven community built on multiplication. Through a structured threefold process—Gospel, Groups, Go—he will lead people from first contact with the Gospel to becoming disciple-making leaders who are eventually sent out to plant or pastor churches themselves.
Having walked away from full-time ministry once, only to be called back during a Multiply network gathering, Louis understands the cost and weight of this calling. He brings with him not just training, but a personal conviction and tested resilience to faithfully shepherd, train, and send others.
The Challenge

Bi-Vocational Limits and a Need for Sustainable Ministry
Louis is prepared and trained—but the door to ministry full-time remains just slightly out of reach.
He is currently substitute teaching and doing long-term educational roles to support his young family while trying to complete his pastoral residency. With unresolved medical issues and the financial gap that many revitalization churches carry, he faces a stark reality: unless outside support comes, he may be forced to remain bi-vocational—limiting the time he can spend discipling others, building systems, and engaging his community with the Gospel.
Without partnership, the mission could stall before it ever truly begins. A church with great potential may remain in decline. A leader with vision and clarity may remain limited by lack of resourcing. And a city hungry for discipleship may not see the full impact that’s possible.
The Partnership

A Proven System, A Multiply Vision
Louis isn’t building from scratch. Through Multiply’s investment, his pastoral residency, and the discipleship systems pioneered by OV Church, he is being equipped with tools to lead from day one. Multiply is walking closely with him, offering mentorship, strategic resources, relational connections, and practical models.
This partnership isn’t just personal—it’s foundational. Multiply is investing in Louis so that he can invest in others. The result? A local church revitalized and aligned with Multiply’s broader vision: to multiply followers, leaders, and churches.
The Plan

Gospel. Groups. Go.
Louis’s approach to ministry follows a clear and repeatable rhythm:
- Gospel: Evangelism, hospitality, and community engagement designed to reach people far from God—especially young adults and military families.
- Groups: Once people come to faith, they’re placed in gospel-centered communities where they are discipled through Multiply’s Followership Pathway—moving from spiritual curiosity to Christlike maturity and mission.
- Go: Those who are discipled are equipped and trained through a Leadership Pathway, then sent through a Pastoral Pathway to plant or pastor churches of their own. Louis’s long-term goal is to develop his own pastoral residency program to train 1–3 men at a time.
This model is already being practiced and refined through his time at OV Church. The goal: to bring it into a church ready for revitalization and multiply it from the inside out.
What’s At Stake

When Readiness Isn’t Enough
If this pathway is not built, the risk is clear.
Without a system for developing leaders, the fragile gains of the last several years will begin to erode. House churches will lose momentum. Spiritual seekers will remain disconnected. Leaders will burn out. The relational depth Chris and others have cultivated will struggle to multiply without a structure to carry it forward.
And cities like Norfolk—already underserved and spiritually hungry—will remain places where potential goes unrealized, not because God isn’t moving, but because the people He’s called lack the support they need to respond.
The opportunity could slip by—not because the mission failed, but because it lacked the resources to scale.
A Church United and Alive

But if Louis is supported—if this vision is resourced and released—then a thriving, multiplying church will take root in one of Virginia’s most strategic regions.
Louis will lead full-time. He’ll disciple new believers, form leaders, and raise up future pastors. Churches will be planted or revitalized yearly. Multiply’s investment will ripple through Norfolk, Virginia Beach, and beyond, as new leaders are trained to carry out the same discipleship-sending vision that shaped Louis.
